Abstract
This work presents an analysis of the capabilities and gaps of skills related to the Comité de Agua de San Felipe Tlalmimilolpan 2006-2009 y 2009, community organization in charge of major water supply operations that includes distribution and control of the liquid in the same locality situated in Toluca, México. This local water committee is included in a public policy network that eventually respond to governance’s purposes, by defining it as a diversity of configurations expressed in conflict spaces, instead of a normative concept. Within this perspective the use and management of actors’ resources are studied. In this analysis resources are understood as the capabilities, and gaps of skills are complemented by the concept of closedness procured from the network’s literature, and the use of analytical proposal “matrix of territorial capabilities” to situate and differentiate the types of capabilities: cognitive, instrumental and socio-relational. However, through the use of interviews with committee members and water government officials, the presence and absence of capabilities needed for management organization were identified, which resulted in the ceased of board members after an auditing process, by means a waste of time, resources and trust given by the local community. Additionally, it has been found, some particular characteristics within the network’s culture, such as: isolation, mistrustful, and lack of respect for authority representatives. In consequence of these characteristics, management’s environment for public water resource has become more difficult. Therefore, based on findings, our main conclusion is that despite of the absence of some capabilities, the committee has been capable to survive as an organization that brings out water supply to its community. Nevertheless, a fragility that might represent a serious risk to its stability as an organization has been found.References
