Abstract

This essay is a reflection on two concepts of innovation. In one, innovation is a creative act which can be promoted by a scientific policy that institutes monetary incentives to innovate in order to create wealth. This view implies a scientific policy based on market mechanisms. In the second concept, innovation is viewed as a possibility of human creativity. It has historical conditions that require us to contemplate the importance of instituting policies that favor greater equality of access to the accumulated product of social labor.
