Interculturality as a Guiding Principle of the National Anti-corruption System in Mexico

Abstract

The objective of this work is to demonstrate that the implementation of the National Anticorruption System in settings of cultural diversity requires interculturality as a guiding principle. Legal pluralism is taken as a theoretical reference, and the historical method and comparative law are used to demonstrate through a case study that in the municipalities with an indigenous majority of the state of Chiapas (Mexico), combating corruption from the aforementioned system implies the existence and recognition of alternative normative systems with their own perception of the subject and that only by including components of intercul-turality can dialogue between the different participants be fostered. The foregoing justifies considering interculturality as one of the guiding principles of the National Anticorruption System, especially for scenarios of cultural diversity, since in this way the fight against social inequality and corruption would be guaranteed, from the context of each indigenous people and community, thereby promoting, transparency and honesty as public service values
